Does he like me or not ? really confused :(?

Theres this guy i know were both 20 in college.. I became really freindly with him since the start of the year.. he asked for my number and added me on facebook etc .. The first few weeks everything was good we were texting as normal then he stops texting me and says he doenst know what he wants , then he changes his mind constantly.. he has done this more times then i can remember and its really annoying me i dont know if he likes me or not , he says he does then he doesnt then he does then he misses me and wants me then ignores me an wont reply to my messages wtf like .. he also i says i always text him ( like everytime is on his terms when he wants to talk hel text me but when i wnat to he wont text back.. he has a few times like ..) so i told him i wanted his cousins frends number and he said he couldnt get it off him coz his cousin didnt have it ,, then he text me and said "So u meeting him now yah" .. nd he just rang me then so i acted cold towards him and hung up and he was texting me sayin please meet me , im sorry i guess i realised wat i wanted then on the phone 2nights ago he rang me and we talked about meetin sunday and i asked him" hey are u sure u wont change your mind before sunday about meeting up like you used to and he said he didnt know .. so i just told him to Eff off :( and i regretted it now he isnt talking to me and i really liek him :(.. But anyway I am so confused .. what do you make of this like ??
